An important component of IRSSs conflict
management program has been our work with international organizations
to promote the use of an integrated-action approach and to encourage NGO/governmental
cooperation on conflict management. For example, we have worked with UNHCR
to assist the development of a network of conflict management NGOs for
the CIS region. Our cooperation with WHO
in the HBP
project has taken a variety of forms. WHO field staff have collaborated
with IRSS on local, cooperative health-care initiatives and regional networking
activities. We have assisted WHO regional offices in promoting a peace-through-health
approach to intergovernmental humanitarian assistance programs in conflict-crisis
areas Finally, we have worked with representatives of WHO headquarters
to develop a long-term approach to health and human security.

In
August 2001, Dr. Gutlove was part of two-day United States Institute of
Peace workshop in which a diverse group of professionals specializing
in trauma training in zones of conflict met at Arlie House in Warrenton,
VA. In December of that year the USIP
published a Special Report from the event titled "Training
to Help Traumatized Populations."

Since 1992, IRSS has worked cooperatively with the OSCE.
We have organized seminars for OSCE delegates and officials, working with
the US mission to the OSCE, the OSCE Secretariat and the OSCE Conflict
Prevention Centre. Since 1994, Dr. Gutlove has been a public member of
the US delegation to four OSCE conferences. She has worked with the OSCE
to train delegates and staff in conflict management theory, to increase
OSCEs cooperation with non-government conflict management specialists,
and to promote integration of NGO conflict management expertise in OSCE
programs.
