Professional Expertise

 

Development, administration and execution of international programs that address conflict management, community reconciliation, psychosocial healing and the building of peace and democracy.  

 

Work Experience

 

Deputy Director: Institute for Resource and Security Studies (IRSS), Cambridge, Massachusetts, June 2002 to present.

    

The Institute for Resource and Security Studies is a non-profit non-governmental organization founded in 1984 to promote international security and the sustainable use of natural resources.  

      

Program Director: International Conflict Management Program (IRSS), June 1990 to present.  

 

As part of its work on international security, IRSS engages in conflict management and social reconstruction through its International Conflict Management Program.   This program operates a variety of international projects designed to improve communication, build understanding, resolve conflicts, and promote cooperation among conflict-divided communities.   The director's responsibilities include public relations, design and facilitation of workshops and seminars for government and non-government actors, and serving as executive director for specific projects.   Responsibilities include all phases of project administration, financial development, staff supervision, program development and execution.  

 

Project Director: Health Bridges for Peace (IRSS), January 1996 to present.

 

Health Bridges for Peace is a project that links health care with the prevention and management of inter-communal conflict.   It cooperates with international organizations (e.g., World Health Organization (WHO), Organization for Security and Cooperation in Europe (OSCE), UNICEF, CARE, Medecins Sans Frontiers) and works with local health-care providers (doctors, nurses, mental-health workers and social workers) in conflict-torn areas to develop tailored projects that integrate the delivery of health care with conflict management and sustainable community reconciliation.   It documents these projects as models for peace building in other conflict-torn areas.   Finally, the program promotes the Health Bridges approach before governments and international organizations.  

 

A major achievement of the project is the development of the Medical Network for Social Reconstruction, which involves health-care providers from all parts of former Yugoslavia.   The Network seeks to promote social reconstruction and community reconciliation by: maintaining communication and initiating cooperative medical programs across ethnic and political boundaries; convening training seminars; and undertaking a region-wide public heath survey on the effects of violent conflict.   In collaboration with the Network, IRSS has developed a training program for psychosocial healing of trauma and stress.   Another Health Bridges field program has been organized in the North Caucasus, where Dr. Gutlove helped to establish the Medical Alliance for Peace through Health in November 1998.

The Alliance for International Conflict Prevention and Resolution (the Alliance) is a non-profit membership organization representing a network of US-based organizations that are dedicated to increasing the effectiveness of the conflict-resolution field and maximizing its impact on international peace building.  

 

Focusing on inter-state and intra-state conflict as well as broader societal issues, the member organizations seek to prevent and resolve conflicts without violence and to facilitate post-conflict reconciliation.   Members of the Alliance work in regions of conflict all over the globe, including the Middle East, Asia, Africa, Latin America, and Eastern Europe.  

 

Program Consultant: WHO Project on Health and Human Security, May 2000 to May 2002.

 

Human security is an evolving concept that broadens traditional ideas of national security.   In a parallel development, the concept of public health is broadening to encompass violence and other security issues.   These two trends create new opportunities to improve the health and security of communities throughout the world.  

 

In 2000, IRSS, WHO and other organizations cooperated on an initial exploration of the connections between health and human security. From May 2000 to May 2002 Dr. Gutlove coordinated WHO efforts on conceptualizing and implementing WHO health and human security interventions.   This culminated in a conference of Ministers of Health from the Eastern Mediterranean region, convened in Cairo by WHO, UNDP, and UNAIDS, to address Health and Human Security.  

 

Program Manager : Democracy Building in Slovakia , a program of the Center for Strategic and International Studies, Washington, DC, January 1995 to November 1999.

 

This program provided training and support to citizen leaders in Slovakia, assisting them in the development of a pluralistic, empowered civil society.   Program manager responsibilities included: program administration and development; workshop facilitation; public relations; program assessment and documentation.

 


Project Consultant: NGO Working Group on Conflict Management in the CIS , a project of the United Nations High Commissioner for Refugees (UNHCR), November 1998 to January 1999.

 

Program planning, development and facilitation assistance to UNHCR in the development of a network of non-government conflict-management organizations in the Commonwealth of Independent States.

 

Project Director : The Balkans Peace Project , a project of the Center for Psychology and Social Change (Harvard Medical School) and IRSS, July 1991 to June 1997.  

 

This project was initiated to promote the use of conflict-resolution processes in the Balkans.   Using approaches grounded in social psychology and negotiation research, the project team facilitated dialogue and collaborative problem solving, and provided training in facilitation, mediation and negotiation skills. The project facilitated workshops and dialogue sessions in Serbia, Croatia, Slovenia, FYR Macedonia, and elsewhere in Europe and the United States.  

 

Project Director : Project on Promoting Effective Dialogue Across Ideologies , a project of the Center for Psychology and Social Change, July 1989 to January 1993.  

 

This dialogue-facilitation project was designed to address a variety of ideological and international disputes by promoting inter-ideological dialogues.   The project worked in the Soviet Union, Japan, Australia, Israel, and Europe.  

 

Executive Director: Center for Psychology and Social Change (formerly called the Center for Psychological Studies in the Nuclear Age), Harvard Medical School, Department of Psychiatry at Cambridge Hospital, October 1985 to June 1989.  

 

The Center is a nonprofit research and public-education organization founded to address the psychological and social forces that fuel the major threats to global survival -- domestic and international conflict, and environmental destruction. Responsibilities of the Center's first full-time executive director included: organizational development; administration; personnel development and supervision; oversight of all Center research projects; development and supervision of intern and fellowship programs; financial planning and oversight; fundraising; program development; and coordination.
